In 1752, the Shusha fortress was built and it included several quarters inside the fortress. Along with the walls of the Shusha fortress, one of the first buildings to be built was the palace of Panah Khan. Information about this fortress can be found in the book "Architecture of the city of Shusha" published in Russian in 1977 by Elturan Avalov. The author quoted the memoirs of Mir Mehdi Khazani, the historian of Karabakh, who says that Panah Khan built a "palace with a small fortress-like wall and turrets" in the city of Shusha, on the tip of the rock. The Palace is a nationally important architectural monument of the 18th century.
